Every safety report in PlaneConnection moves through a defined set of statuses from creation to closure. The status determines what actions are available and who is responsible for advancing the report.

Status Lifecycle

Detailed Status Definitions

Draft

The report exists in the system but has not been formally submitted. The reporter can edit all fields. Draft reports are visible only to the reporter and safety management personnel. Available actions: Edit, delete, submit. Who can transition: The report author.

Submitted

The report has been submitted for review. The reporter can no longer edit the report unless it is returned to draft. The system timestamps the submission and notifies the assigned safety manager or review queue. Available actions: Accept for review, return to draft. Who can transition: Safety manager, admin.

Under Review

A safety manager or designated reviewer is evaluating the report. During review, the reviewer may request additional information from the reporter, assign a risk assessment, or determine whether an investigation is warranted. Available actions: Open investigation, resolve (if no investigation needed), return to draft, assign risk assessment. Who can transition: Safety manager, admin.

Investigating

An investigation has been opened and linked to this report. The report status remains investigating until the linked investigation is completed. Multiple reports can be linked to a single investigation. Available actions: View linked investigation. Status advances automatically when the investigation reaches findings_complete or closed. Who can transition: Automatic (driven by investigation status), safety manager.

Resolved

All required actions — review, investigation, and corrective actions — have been completed. The report is awaiting formal closure. Resolved reports remain editable by safety management personnel for final annotations. Available actions: Close, reopen to investigating or under review. Who can transition: Safety manager, admin.

Closed

The report is formally closed. No further action is required. Closed reports are read-only and retained per the organization’s records retention policy (minimum 5 years per 14 CFR 5.97). Available actions: None. The report is immutable. Who can transition: Safety manager, admin.

Timestamps

Each status transition is recorded with:
  • Timestamp (UTC)
  • User who performed the transition
  • Previous status
  • New status
  • Comment (optional, required for returns to draft)
These records form the audit trail required by 14 CFR 5.97.
